We've been discussing government budgets and the difficult decisions governments must make regarding the use of public funds. Some services are clearly essential and must be paid for by any government. But what about public funding of the arts? Do you believe that governments should provide financial support to artists-for example, painters, sculptors, musicians, or filmmakers? Why or why not?

Claire

I enjoy art as much as anyone does, but public funds come from taxes, and I don't think taxpayers' hard-earned money should be spent on impractical or inessential items and services. Artists should support themselves by selling their work to private individuals and companies. If they can't find enough buyers, then maybe they should change careers.

Personally think art actually is essential. Lots of public spaces in my hometown just wouldn't be the same without artwork. From statues in public parks to murals painted on the walls of government buildings, my hometown really benefits from funding the artists who created these works. The publicspaces are simply more enjoyable for visitors because of the artwork.

因為(wei) 8月托福大陸考試還未開始,所以老師特意收集了一些全球其他地區考場的寫(xie) 作題目,分析給大家。

今天要分析的是8月1日亞(ya) 太考場的題目。 這道題目看起來很難,但實際是今年6.20日大陸考場考過的一到原題。 

Do you agree or disagree with the following statement? 

Governments should not provide any financial support to artists (for example, painters, writers, musicians, and filmmakers); all artists should support themselves.

相似的是,7.30日大陸考場考到的“航空稅”的題目也是考到了今年大陸4.12日考到的一道新題。這道題也是寫(xie) 作團 day18· 政府話題·中重點講解到的題目。這道題明天老師就再次在公眾(zhong) 號裏分析給大家。 

所以老師再次強調, 改革後的考題和之前的考題有很大的相同。目前來看,托福隻是在之前的題目中擴充了一些:生活,工作, 社會(hui) ...等話題。所以大家在關(guan) 注新題目的同時,之前考過的題目,尤其是今年出的一些新題,大家一定要關(guan) 注!

審題注意點

難度係數:⭐️⭐️⭐️ (政府+藝術類混合難題) 

1. But what about public funding of the arts? Do you believe that governments should provide financial support to artists-for example, painters, sculptors, musicians, or filmmakers? Why or why not? --->題目看起來很長,有2個(ge) 問號。但實際上都是在問一個(ge) 事情:政府是否應該給藝術家提供資金支持。大家應該扣住這個(ge) 點去分析。 

2. 可行的角度: 

--政府不給資金扶持,對藝術家的影響。

好處:給與(yu) 他們(men) 創作的自由,不受政府的幹擾。

壞處:很多年輕/不出名的藝術家可能生活很貧困。

??‍?:這個(ge) 角度比較難。雖然題目中已經給我們(men) 具體(ti) 化了藝術家的範圍。但是如果同學們(men) 自己不太了解藝術的創作具體(ti) 內(nei) 容,  慎選。

--政府不給資金扶持,對藝術行業(ye) 的影響。

壞處:無法吸引人們(men) 從(cong) 事這個(ge) 行業(ye) ,不利於(yu) 藝術行業(ye) 的繁榮:產(chan) 生不了好的作品提供給人們(men) 欣賞。

--政府不給資金扶持,對政府本身的影響:

好處:減少了政府自身的經濟壓力。政府的資金有限,資助了藝術家們(men) 可能就沒有足夠的錢去資助更需要幫助的人們(men) the disadvantaged… 。

??‍?:這個(ge) 角度比較好寫(xie) 。老師在寫(xie) 作團·政府話題·專(zhuan) 題講解過,增加納稅人負擔/降低人們(men) 大眾(zhong) 的生活福利. 

3. 文章結構:考慮到這個(ge) 題目確實比較難,大家可以考慮寫(xie) 2個(ge) 分論點,以擴充字數。

參考範文一:I agree with Claire. Governments should not subsidize artists. Such a policy will restrict artists' creative freedom./Ensuring artists are financially independent guarantees their artistic freedom. When governments subsidize artists, it's not always a no-strings-attached arrangement. If a writer accepts funds from the government, they might feel pressured to censor any critique or sarcastic commentary about a dictator or controversial government policies. Similarly, a painter reliant on government support might hesitate to include a satirical portrayal of a self-serving senator. On the other hand, if they sustain themselves through their art, they can remain truly unbiased and uninfluenced. For example, ....  Admittedly, many promising but young and unknown artists may benefit from this policy….. However, the overall harm this policy brings to the artist community outweighs the benefits. ... 

參考範文二: 

I concur with Claire's stance. Governments should not subsidize artists. Allocating funds away from artists benefits the government. This is because supporting the vast number of artists is a significant financial burden. It could require billions to cover millions of artists of all kinds annually. With limited financial budgets, if governments splash out billions of dollars on artists, essential sectors might suffer. Governments may not have enough left to subsidize those more pressing areas/aid the more vulnerable members of the society such as the chronically ill or underprivileged children absent from schools… Eventually, implementing this policy may easily incur resentment towards governments from the public.  Admittedly, many promising but young and unknown artists may benefit from this policy. They might find it challenging without government subsidies. However, when balancing the needs of a society, especially in a strained economy, sectors like health and education should take precedence.
