From my standpoint, I maintain the belief that both the government and drivers should contribute to the financing of the road system.

The authority, in particular, should bear the lion's share of the expenses incurred in the construction phase of the road infrastructure. Firstly, the initial stage of construction necessitates a substantial financial investment, which may be prohibitively expensive for the general public, whereas the government may possess the resources to meet such costs. Secondly, the government collects taxes from the public, and it is appropriate for this revenue to be utilized for public development, thereby reducing the burden on the citizens.

However, some people argue that road users should also bear a portion of the costs. Firstly, not all members of society own vehicles, and it would be unfair to collect taxes from them for the purpose of financing the road infrastructure. Secondly, shared payment would incentivize drivers to act more responsibly, as they would have a sense of ownership. In conclusion, the government should finance the development phase of road infrastructure, but road users' contributions to upgrading and maintenance should not be disregarded as well.
