西雅圖大學演講與(yu) 辯論錦標賽（Seattle University Speech and Debate Tournament）現已開始報名。

比賽時間：3月9-10日

比賽平台：Zoom

辯論分組：Parli Debate（3 on 3）；Public Forum；LD； Congress debate.

演講項目：

SPEAKING EVENTS: Extemp, Impromptu, PowerPoint, Platform, Interp.

辯論與(yu) 演講項目同時進行，參賽者不能同時參加兩(liang) 項比賽。

議會(hui) 製辯論（3 ON 3 PARLI DEBATE）

MIDDLE SCHOOL 3 ON 3 PARLI DEBATE

1. 辯題：

ParliDebateTopics (March)

•Round 1 Topic: Nuclear energy programs should be expanded.

•Round 2 Topic (you take the other side): Nuclear energy programs should be expanded.

• Round 3 Topic: Impromptu topic #1。

2. 規則：

💌初中組參賽者年齡範圍：10-14歲。

💬宣布辯題後有20分鍾的準備時間（30 minutes prep for impromptu topics）

• Prop 1st speaker: 5 minutes (present prop case)

• Opp 1st speaker: 5 minutes (respond to prop case and present opp case)

• Prop 2nd speaker: 5 minutes (defend prop case, respond to opp case, if time, add to prop case)

• Opp 2nd speaker: 5 minutes (defend opp case, defend responses to opp case, respond to new points)

• Opp 3rd speaker: 5 minutes (show partners’ won the opp case and defeated the prop case)

• Prop 3rd speaker: 5 minutes (show partners’ won the prop case and defeated opp case)

• POIs (questions/short arguments) allowed in ALL speeches for the middle 3 minutes of the speeches.

• Each speaker must take two POIs except they do not take POIs requested less than 30 seconds aftertaking a POI.

• When there is an impromptu topic for a debate, logic and reasons should be given just as much weight as a debater citing a study/statistic/fact.

PF辯論（PUBLIC FORUM DEBATE）PUBLIC FORUM DEBATE

1. 辯題： 二月辯題，與(yu) 剛結束的哈佛、斯坦福邀請賽PF辯論的辯題相同。

Resolved: The United States federal government should ban single-use plastics.

2. 規則：

•Debaters can participate from ages 10 to 18 or by permission from Jim Hanson.

•Pro teams of two debaters (1Pro debater and 2Pro debater) defend the topic. Con teams reject the topic. Con teams of two debaters (1Con debater and 2Con debater) reject the topic.

•Con teams cannot run counterplans; they must discuss the topic/the current policies.

• Speaker Duties:

1Case Speeches: Present Case. Do not respond to opponent’s case in this speech except minimally.

2Rebuttal Speeches: Respond to your Opponent’s Case. Do not respond to responses to your case except minimally.

1Summary Speeches: Defend Your Case/Crystalize. Do not respond to your opponent’s case except minimally.

2FinalFocus Speeches: Address Key Arguments and Weigh.

WE DO NOT WANT PF DEBATERS SPREADING TO HIT BOTH CASES IN THEIR SPEECHES—DO NOT DO THAT. ONLY THE FINAL FOCUS DIRECTLY ADDRESSES BOTH CASES IN THEIR SPEECH.

•Debaters use prepared materials in their debates. Debaters may/should use printed materials and/or laptops during the debate.

•You may also access the internet including during the debate (but you CANNOT communicate with any person including a coach or parent unless it is an emergency).

•No POIs, No heckling. No Coin tosses.

•Debaters may speak to teammates who are speaking BRIEFLY AND RARELY and can pass notes or text messages/chat. Remember, interrupting your debate partner can hurt their debating—do it at most once or twice during an entire speech and only in urgent situations.

•Use your own flow paper.

•Coaching help prior to the debate is fine but the debate starts on time. No coaching during the debate.

HS-LD辯論（LD Debate）

HIGH SCHOOL LD DEBATE

1. 辯題：

We will use the March-AprilNSDA Topic:

Resolved: The primary objective of the United States criminal justice system ought to be rehabilitation.

2. 規則：

💌高中組參賽者的年齡範圍為(wei) ：13-18歲。

• Before you start, establish and actually do your means for sharing evidence (google drive, drop box,one drive, email chain, etc.)

• First Affirmative: 6 minutes

• Negative questions Affirmative: 3 minutes

• First Negative: 7 minutes • Affirmative questions Negative: 3 minutes

• First Affirmative Rebuttal: 4 minutes

• Negative Rebuttal: 6 minutes

• Second Affirmative Rebuttal: 3 minutes

• Each side has 4 minutes of preparation to use when they wish except in the middle of questioning or speeches.

國會(hui) 辯論（CONGRESS DEBATE）

CONGRESS DEBATE

1. 辯題：

辯題將在比賽開始前一周左右公布。

2. 規則：

• Each speech is 3 minutes.

• The first pro and con speech on each topic will have a 2 minute questioning period broken into 4 blocks of 30 seconds for direct questioning. And all other speeches will have 1 minutes for questions.

• We have two sessions that are 1.5 hours long.
