亞(ya) 洲學校辯論錦標賽(13-18歲,AP, 3v3),麵向亞(ya) 太地區初、高中生,將於(yu) 2024年6月22-23日舉(ju) 行;
“亞(ya) 洲青少年辯論錦標賽采用世界學校少年辯論錦標賽(Junior WSDC)賽製,是亞(ya) 太地區小學生最重要的年中辯論比賽,是該地區最優(you) 秀的新興(xing) 年輕辯手的戰場。”

Junior WSDC 辯論規則
A clear and concise framework for all participants to follow: the criteria for participation, scoring procedures, and other policies governing all competitions held in the Junior WSDC debate format.
1、Tournament Format
Junior WSDC(3V3)
2、Speech Length
每個(ge) 團隊必須發表三場4分鍾的實質性發言(substantive speeches)和一場3分鍾的答辯發言(reply speech)。
3、Team Size
每個(ge) 團隊必須由 3 名成員組成。每個(ge) 隊伍都會(hui) 獲得一個(ge) 唯一的代碼(team code),該代碼將在整個(ge) 錦標賽中用作他們(men) 的標識符。
4、Team Composition
The government bench will consist of a "Prime Minister" or "First Proposition Speaker", "Deputy Prime Minister" or "Second Proposition Speaker", and "Government Whip" or "Third Opposition Speaker". The opposition bench will consist of "Leader of Opposition" or "First Opposition Speaker", "Deputy Leader of Opposition" or "Second Opposition Speaker", and "Opposition Whip" or "Third Opposition Speaker".
5、Reply Speakers
The reply speech may only be delivered by the first or second speaker of each team.
6、Points of Information
PoI(Points of Information: questions directed to the person speaking)可以在成員發言的第一分鍾和第六分鍾之間提出。當前發言者可以選擇接受或拒絕PoI。
7、Preparation Time
對於(yu) 即興(xing) 回合(impromptu rounds),motion發布後,各隊總共有 30 分鍾的時間準備演講。準備期間,隻允許團隊成員之間進行交流。禁止使用在線資源。對於(yu) 準備輪,各隊總共將有 15 分鍾的準備時間。團隊可以攜帶所有和任何準備好的辯論筆記。發表實質性發言(substantive speeches)和答辯發言(reply speech)之間沒有準備時間。
8、Motions
The motion will be unambiguously worded and the speakers should debate in the spirit of the motion and the tournament.
9、Preliminary Rounds
比賽將進行五輪預選賽。
10、Prepared Rounds
Prepared rounds are subject to the event; these rounds would be indicated in the event brochure and schedule.
11、Out-rounds
Teams will be categorized into their respective break categories and would debate against teams in the same category. Each out-round follows an elimination basis, wherein the winning team advances to the next round and the losing team will get eliminated from next rounds. Results for each out-round will be announced in the convening hall.
12、Speaker Scores
錦標賽將使用 65-85 分的評分標準。
13、Iron Person Policy
如果某一隊的成員在一輪比賽中缺席,則該隊的在場成員可以作為(wei) “鐵人”隊參加辯論,但須符合以下條件:
– In judging an iron-person team, the Adjudication Panel shall treat the team as if they were an ordinary team, and fill out the ballot accordingly (indicating that the team was an iron-person team on the ballot).
– The results of a debate in the Preliminary Rounds that includes an iron-person team shall be entered into the tab as follows:
– The team in question shall receive the team points earned during that round
– Both speaker scores shall be awarded to that team
– The speaker who served as the iron person should get the higher of the two speaker points, and the speaker who did not speak for the round should get the lower speaker point allowed by the constitution.
Teams can only attend as an iron-person team once during the preliminary roundsto be eligible to break.Teams cannot attend the out-rounds as an iron-personteam.
14、Disconnection Policy
For Online Debaters
Debaters who have (1) lost connection during the round and/or (2) fail to proceed to their debate rooms after preparation time ends are given only 5 minutes to reconnect. Should they fail to reconnect after 5 minutes, the round proceeds as usual, the disconnected speaker’s speech would be skipped and their teammate would then be required to be an iron-person during the round.
For Online Adjudicators
Adjudicators who have (1) lost connection during the round and/or (2) fail to proceed to their debate rooms after preparation time ends are given only 5 minutes to reconnect. Should they fail to reconnect after 5 minutes, the round proceeds as usual. If the disconnected adjudicator is part of the judging panel, they won’t be able to judge the current round. If the disconnected adjudicator is the chairperson, someone else from the panel will take their place.
15、Decorum
Etiquette
It is expected that all participants maintain a high level of decorum and professionalism throughout the entirety of the tournament. Any participant who engages in disruptive behavior will be subject to removal from the event.
Zero Tolerance Policy
This event maintains a zero-tolerance policy for any harmful, hateful, discriminatory, or offensive behavior. Any participant who engages in such behavior will be immediately removed from the venue.
