U.K. Finance Minister Jeremy Hunt used his first Monday on the job to announce that almost all of the controversial tax measures announced by his predecessor would be reversed

The major U-turn includes scrapping the cut for the lowest rate of income tax from 20% to 19% as well as reductions to dividend tax rates, the reversal of off-payroll working reforms, VAT

claim-backs for tourists and the freeze on alcohol duty rates.

Hunt said the reversed tax cuts totaled £32 billion (S36 billion) a year.

The Us Labor Department reported Thursday that the country's consumerinflation in September surged 8.2 percent from a year ago

with core inflation soaring to four-decade high cementing another big rate hike by the Federal Reserve.

The Consumer Price Index(CPI)rose 0.4 percent in September on a seasonally adjusted basis after ticking up 0.1 percent according to the

department's Bureau of Labor Statistics.

"The Consumer Price Index rose 0.4% in September, once again coming in above consensus expectations and demonstrating that

inflation continues toshpar formidable  momentum." Sarah House and Michael Pugliese economists at Wells Fargo Securities, wrote in an

analysis.

Emerging markets and developing countries are being hit by a stronger dollar, high borrowing costs and capital outflows-a triple blow particularly heavy for countries that are under a high level of debl, the chief of the International Monetary Fund(IMF) said Thursday.

Bernanke was chairman of the Federal Reserve from 2006 to 2014 and is now at the Brookings Institute in Washington, D.C. Diamond is a professor at the University of Chicago Booth School of Business, and Dybvig is a professor at the Olin Business School of Washington

University in St. Louis.

Earlier in the day. the U.K. government reversed a plan to scrap the top 45% rate of income tax paid on earnings above £150,000($166,770)a year following a growing public backlash and major market turbulence.
